First a perspective
Law and Order
There is no surer sign
of the new revolution than the worldwide breakdown of law and order,
striking in volatile America but visible on every conti- nent. What is
crumbling is not respect for laws and lawmakers but the authority
inherent in the law, its ability to enforce itself. It is this that
ultimately lies behind the continually mounting crime rate, the rising
levels of violence, and the fear-haunted streets of great cities. It
lies behind the endemic petty lawlessness-littering parks within view
of a litter basket, for example, or smoking in front of no-smoking
signs, as if the law com- pelled defiance. It is seen, too, in the
growing indifference of onlookers to such petty malefactions, as if the
law were no business of mere private men.
It is surely epitomized
in the vanishing authority of the police, for the policeman's authority
derives solely from the law's authority. Not long ago, a city patrolman
walked his beat as the confident embodiment of invincible law. Today,
policemen often feel like enemy intruders patrolling a conquered
terrain. No superficial causes can explain the waning of the law's
authority, for it rests on deeper foundations than, for example, cur-
rent modes of "permissive" child rearing, or the relative strictness of
courts. Ultimately, it depends on a belief that men in pacific times
are scarcely aware they hold: the belief that the law embodies
profoundly legitimate purposes-maintaining the common institutions and
the way of life that people find natural and legitimate. Under the
pounding of the new revolution, however, the great institutions of
society no longer feel natural and legitimate and law itself loses its
legitimacy, begins to seem arbitrary and alien. When W. S. Gilbert
observed in 1880 that "a police- man's lot is not a happy one," he
prophesied better than he knew.
Insist on adherence to our laws and their enforcement. Call your representatives and
remind them! It is urgent!
